REQUEST FOR PROPOSAL FOR FORENSIC AUDIT/ FRAUD EXAMINATION
PBC is a statutory body established under Pakistan Broadcasting Corporation Act, 1973. It has more than 80 Cost Centers and 10 Revenue Centers spread all over the country with its Headquarters at Islamabad. PBC has a “Defined Benefit Plan” as defined in IAS 19 “Employee Benefits”, for its permanent employees in line with Federal Government Employees Pension facility. For this purpose, PBC Employees (Pension-cum-Gratuity Scheme) Regulations, 1985 were promulgated.PBC Board of Directors have desired to conduct a comprehensive audit of PBC Pension Account for last five years, following the detection of “Employee Fraud/ Embezzlement in Pension Funds”, to ascertain exact quantum of embezzlement.
As per directions of PBC BOD, proposals are invited from Chartered Accountancy firms, having separate Forensic Audit/ Fraud examination department. Firms should have experience in forensic audit/ fraud examination of Government departments/ organizations either on the instance of Government, department or Pakistani Court(s) andreport(s) submitted thereon should not be rejected by engaging authority.
The firm will be selected under procedure described in the ToR document by following “Single stage- Two Envelops” procedure in accordance with revised PPRA rules 2004. ToR document may be downloaded from PBC website www.radio.gov.pk/tender
The proposals must reach under-signed at the address given below upto 12:00 (noon) on 1st October 2020 and will be opened on the same day at 12:30 PM.
PBC reserves the right to accept or reject any proposal or annul the process at any stage as prescribed under PPRA Rules. Notice/ToR is also available at PPRA's website (www. ppra.org.pk).
