Russia says it believes that relations with United States have not degenerated to the point of escalating into a full-fledged nuclear conflict.

In a video message, the Russian envoy to the United States Anatoly Antonov said Moscow is committed to the principle that there can be no winners in a nuclear war, and it should never be unleashed.
