MORA issues clarification regarding recognition letters issued to Munazzams

The Ministry of Religious Affairs and Interfaith Harmony has clarified that Recognition Letters issued to Munazzams for Hajj 2025 were based on provisional allocation of quota, subject to fulfillment of all requirements set forth by Saudi Arabia.

In a statement, the Ministry said these requirements also included timely payment for essential services such as Kidana (Mina camps) and Tawafah.

The Ministry added that final confirmation of quota is contingent upon successful compliance with the prescribed deadlines and procedures of the Saudi authorities.

It further said that failure in compliance has resulted in automatic adjustment or cancellation of quota by the Saudi Ministry of Hajj and Umrah and its designated entities.

Accordingly, only those Munazzams, who fulfilled the requisite conditions, are reflected as active for Hajj 2025.

The Ministry of Religious Affairs warned that any Munazzam, found booking Hujjaj beyond their final verified quota, will be strictly dealt with under applicable laws, and their cases may be referred to the Federal Investigation Agency or other relevant enforcement bodies.

It said the clarification is being issued in the public interest to ensure transparency.
