Amb. A M Shahid (Former Diplomat):Unfortunately, India has held Indus Waters Treaty in abeyance despite the fact that she doesn’t have right to do so. Actually IWT is an international treaty which can’t be held in abeyance unilaterally by any party. Moreover, judgment by the Court of Arbitration has also endorsed Pakistan’s position that India can’t hold this treaty in abeyance unilaterally. Furthermore, India is constructing dams on Pakistani rivers in defiance of Indus Waters Treaty. Once these projects are completed, India will get full control over water flowing towards Pakistan which may be destructive for Pakistani agricultural and social systems. No international law allows any country to weaponize water against the other country. Factually, India wants to deprive Pakistan from its due share of water from the western rivers which are considered as Pakistani rivers under the Indus Waters Treaty. Neutral experts and Court of Arbitration have given their judgment in favour of Pakistan and rejected Indian stance on holding the Indus Waters Treaty in abeyance unilaterally. However, Pakistan reserves several options to take the issue for further support like UN and others.
