Senate Chairman Mian Raza Rabbani says strong provincial system will guarantee a stronger and sustainable federation of Pakistan.

He was addressing one-day international seminar on "Fiscal Federalism" in Islamabad on Thursday.

Raza Rabbani said that fiscal devolution is possible through giving due powers to all the provinces in order to mobilize the natural resources.

He said the senate of Pakistan as the representative of federating units has been representing the constitutional rights of the federating units in a balanced way.
