A M Shahid (Former Diplomat): I think that while virtually addressing a seminar on the Indus Waters Treaty: South Asian Security at the Crossroads, organized by Pakistan's Embassy in Washington Deputy Prime Minister Ishaq Dar has very rightly warned that any attempt to deprive Pakistan of rightful waters under Indus Waters Treaty will have profound consequences for regional peace and security. It is accurate because there is no provision in IWT for holding treaty in abeyance. India is constructing large number of hydro projects which are not permissible under IWT and international laws. These hydro projects will definite reduce water flow towards Pakistan as well as these projects will ensure India hegemony over water and Pakistan. India will be in a position to further weaponize water against Pakistan. It will be great threat to Pakistani population and environment. International community must take notice of Indian activities because they are posing existential threat to Pakistan’s huge population. Thus, India is also endangering regional security. I think that India can’t be allowed to construct dams on Indus River as Pakistan is already facing water scarcity. I think that if India does not understand significance of IWT, then there will horrible consequences for South Asia and region. By holding the IWT in abeyance, India has violated international laws and UN charter. So, Pakistan needs to highlight Indian violations at UN and other international forums. Moreover, Pakistan must make it clear to India that such actions will not be tolerated at any cost. Pakistan must brief China, Russia, EU and other regional and international blocs on possible horrible consequences of Indian violations of international treaty. Pakistan will have to take measures to ensure water supply for domestic agricultural system. Pakistan must use all available channels including Britain to press India to abide by IWT. Britain must also play its due role in this connection at UN and other forums.
